As the Elastic Talent Program Manager, you will own and operate Dolby’s global Elastic Talent Program, enabling business teams to access external talent through clearly defined, governed, and scalable pathways.

 

As part of Dolby’s broader Recruiting team, this role supports how the business leverages multiple talent strategies that complement traditional hiring (full-time employees, interns) with flexible external workforce solutions.

 

This is not a coordination role. You will act as a program owner, operator, and advisor, ensuring managers leverage the right workforce solutions while maintaining strong governance, compliance, and operational efficiency.

 


Program Ownership & Strategy

  • Own and evolve Dolby’s Elastic Talent Program (ETP) as a global, governed contingent workforce channel
  • Define and maintain program standards, operating model, and engagement frameworks
  • Establish ETP as a structured and scalable pathway for external talent, driving consistent adoption across business teams

Delivery Model & Team Leadership

  • Lead a vendor-supported delivery team responsible for sourcing, manager engagement, and day-to-day program operations
  • Set priorities, allocate work, and ensure consistent, high-quality execution across all active requests and workflows
  • Drive effective delegation through guidance, coaching, and feedback to build team capability and performance
  • Partner with vendor leadership to manage capacity, performance, and continuous improvement of the delivery model

Intake & Workforce Decisioning

  • Oversee intake experience for external contingent workforce needs, ensuring a consistent and effective approach across the program & Talent Partners
  • Guide workforce decisions across engagement models (supplier, payroll, independent contractor, etc.) based on scope, duration, cost, and compliance
  • Provide direct support on complex, high-impact, or ambiguous roles where additional judgment and stakeholder alignment are required 

Vendor & Supplier Ecosystem Management

  • Own relationships with MSP, suppliers, payroll providers, and alternative talent platforms 
  • Manage vendor performance, quality, and responsiveness across regions 
  • Continuously assess the supplier ecosystem, identifying gaps and onboarding new vendors as needed 
  • Optimize sourcing strategies and ensure the right suppliers are engaged for each requirement

Governance, Compliance, & Operations

  • Own end-to-end operational workflows across the contingent workforce, including Purchase Orders (POs), Statements of Work (SOWs), contracts, and IT, Risk Management, and Legal review as required
  • Ensure compliance with company policies, tenure limits, and engagement guidelines
  • Partner with Legal, Finance, IT, Procurement, and HR to ensure consistent and compliant execution

Data, Reporting, & Program Optimization

  • Track and analyze program usage, spend, and vendor performance
  • Identify trends, risks, and opportunities for improvement
  • Drive continuous improvements to enhance speed, quality, and scalability

What You’ll Bring

  • 5–8+ years of experience in recruiting operations, contingent workforce programs, or talent-related program management
  • Strong experience working with external talent models, including suppliers, MSPs, payroll providers, and independent contractors
  • Proven ability to operate within cross-functional environments, partnering with Legal, Finance, IT, Procurement, and HR
  • Experience building or managing structured processes, workflows, and governance models
  • Strong analytical mindset with the ability to interpret program data and translate insights into action
  • Demonstrated ability to lead through others, including vendor-supported or distributed teams
